{"id":2214,"date":"2025-02-27T02:30:49","date_gmt":"2025-02-27T02:30:49","guid":{"rendered":"https:\/\/tendencianoticias.com\/?p=2214"},"modified":"2025-02-27T02:30:49","modified_gmt":"2025-02-27T02:30:49","slug":"poder-judicial-presenta-su-iniciativa-de-reforma","status":"publish","type":"post","link":"https:\/\/tendencianoticias.com\/index.php\/2025\/02\/27\/poder-judicial-presenta-su-iniciativa-de-reforma\/","title":{"rendered":"Poder Judicial presenta su iniciativa de reforma"},"content":{"rendered":"<p><strong>El Poder Judicial de Jalisco present\u00f3 una iniciativa para la Reforma Judicial del Estado, cuyo objetivo principal es asegurar los perfiles m\u00e1s capacitados, garantizar el acceso a la justicia y fortalecer la funci\u00f3n jurisdiccional.<\/strong> Este mi\u00e9rcoles 26 de febrero, Jos\u00e9 Luis \u00c1lvarez Pulido, presidente del Supremo Tribunal de Justicia (STJ) y del Consejo de la Judicatura del Estado de Jalisco (CJJ), entreg\u00f3 al Congreso del Estado una propuesta para la armonizaci\u00f3n legislativa del Poder Judicial Estatal, con la aprobaci\u00f3n del Pleno del STJ.<\/p>\n<p>Tras la entrega del documento, el presidente del Poder Judicial, acompa\u00f1ado por magistradas, magistrados y consejeros, ofreci\u00f3 una rueda de prensa para explicar algunos puntos clave de la iniciativa y responder a las dudas surgidas.<strong> El prop\u00f3sito de este proyecto es construir una instituci\u00f3n m\u00e1s democr\u00e1tica, abierta y que garantice la idoneidad y probidad de juezas, jueces, magistradas y magistrados a trav\u00e9s de un proceso de elecci\u00f3n popular.<\/strong><\/p>\n<p>Con esta propuesta, se busca asegurar que la funci\u00f3n de las personas juzgadoras sea eficiente, transparente y accesible, y que la reforma constitucional federal se implemente sin afectar la operatividad del sistema judicial en el Estado. \u00c1lvarez Pulido destac\u00f3 que esta armonizaci\u00f3n legislativa se distingue de las realizadas en otras entidades federativas, ya que fue construida a partir de la participaci\u00f3n en m\u00e1s de diez foros p\u00fablicos y con la experiencia interna del Poder Judicial en el desempe\u00f1o de su funci\u00f3n.<\/p>\n<p><iframe loading=\"lazy\" style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/post.php?href=https%3A%2F%2Fwww.facebook.com%2FMagistradoAlvarezPulido%2Fposts%2Fpfbid0rFUNwBiPgasbfjrgVNxAQ8MrXZ8tF2jE8F8S3QmMDkNFii6Ae28FFToStyWgBEa2l&amp;show_text=true&amp;width=500\" width=\"500\" height=\"250\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>La reforma impulsada tiene como fin fortalecer la justicia, haci\u00e9ndola m\u00e1s confiable, cercana y acorde con las demandas sociales, adem\u00e1s de garantizar su correcta implementaci\u00f3n. Entre los aspectos clave de la propuesta se encuentran:<\/p>\n<ol>\n<li><strong>Selecci\u00f3n y elecci\u00f3n de personas juzgadoras<\/strong>: Se propone una evaluaci\u00f3n te\u00f3rico-pr\u00e1ctica basada en par\u00e1metros objetivos establecidos en la legislaci\u00f3n secundaria, asegurando que los seleccionados sean perfiles t\u00e9cnicos e id\u00f3neos. Tambi\u00e9n se considera la paridad de g\u00e9nero y el historial de evaluaci\u00f3n de los candidatos.<\/li>\n<li><strong>Garantizar el acceso a la justicia para todos los jaliscienses<\/strong>: La Justicia Digital y Abierta se destacan como ejes para optimizar los procesos. Tambi\u00e9n se propone la creaci\u00f3n del Tribunal Estatal de Disciplina Judicial y el \u00d3rgano de Administraci\u00f3n Judicial, que se encargar\u00e1n de la gesti\u00f3n, servicio de carrera, vigilancia y disciplina.<\/li>\n<li><strong>Autonom\u00eda e independencia del Poder Judicial<\/strong>: Se busca garantizar la independencia de las personas juzgadoras, y la reconfiguraci\u00f3n del presupuesto constitucional tiene como objetivo fortalecer a\u00fan m\u00e1s esa autonom\u00eda.<\/li>\n<li><strong>Fortalecimiento del Poder Judicial<\/strong>: La distribuci\u00f3n presupuestal ser\u00e1 clave para la implementaci\u00f3n de la reforma, as\u00ed como la planificaci\u00f3n del Nuevo Sistema de Justicia Civil y Familiar. Tambi\u00e9n se proyecta un mayor n\u00famero de juezas y jueces de primera instancia y la creaci\u00f3n de la Escuela de Formaci\u00f3n del Poder Judicial del Estado, que capacitar\u00e1 y actualizar\u00e1 a funcionarias y funcionarios judiciales, as\u00ed como a otros actores del sistema de justicia.<\/li>\n<li><strong>Protecci\u00f3n de los derechos laborales de quienes laboran en el Poder Judicial<\/strong>: Se asegura el respeto a la carrera judicial y los derechos laborales de los empleados del Poder Judicial.<\/li>\n<li><strong>Transici\u00f3n ordenada<\/strong>: Se establece que la renovaci\u00f3n de todas las personas juzgadoras se llevar\u00e1 a cabo en 2027, con un proceso organizado para la transferencia de funciones entre el Consejo de la Judicatura y los nuevos \u00f3rganos de disciplina y administraci\u00f3n judicial.<\/li>\n<\/ol>\n<p>Esta iniciativa complementa las propuestas presentadas por diversos grupos parlamentarios y el Poder Ejecutivo, con el objetivo de cumplir con la reforma constitucional federal al Poder Judicial, publicada el 15 de septiembre de 2024.
